Contents of the Manage State Support Order Rules Screen
Use the fields and options to configure the Manage Minimum Wage screen.

State |
Enter, or click to select, the U.S. state in which you have employees with support order garnishments. The name of the state displays in the field to the right. |
Support Order Withholding Limits
Use this group box to specify a state’s multiple support order calculation method and whether or not the same amount is deducted every month.
Multiple Support Order Calculation Method
For cases where an employee has more than one active support order garnishment and the total of the support orders exceeds the calculated support order limit, the state specifies whether the support withholding limit is divided equally among the employee’s active support orders or whether the support withholding limit is prorated across the employee's active support orders. Use this group box to select which method to use. You must make a selection.

Low Income Override
Some states reduce the garnishment deduction if an employee's disposable income is equal to or below a specified weekly amount. Use this group box to specify a low income threshold and override percentage.

Disposable Income Threshold |
Enter the threshold amount at and under which an employee's disposable income amount triggers the use of an override percentage. For example, Connecticut states that if an employee's weekly disposable earnings are $145 or less, the support order limit is 15% of disposable income, rather than the Consumer Credit Protection Act (CCPA) percentages (50%, 55%, 60%, and 65%). So, for Connecticut, you would enter $145.00 in the Disposable Income Threshold field. The Disposable Income Threshold must be a weekly amount. When payroll is computed, the weekly amount is converted to accommodate the employee’s pay frequency. For example, if a weekly threshold amount of $145.00 is specified, the Compute Payroll application automatically converts this to $290.00 for an employee with a bi-weekly pay frequency. The value entered in this field is a default value for the state’s support order garnishments. You can modify the value at the employee level on the Support Calculation subtask of the Manage Employee Garnishments screen. |
Low Income Percentage |
Enter a percentage to be used as a default for determining the support order withholding limit for employees whose weekly disposable income is less than or equal to the specified Disposable Income Threshold. |
Deduct Same Amount Every Month |
Select this check box if the state requires that the same amount be deducted each month, regardless of the number of paychecks in the month. |
This check box is enabled only if the State is Arizona, Colorado, or Washington. |
Priority by Support Type
Use this group box to specify the state-mandated priority for each of the support types. If an employee’s non-exempt disposable income cannot cover the total support amount for an employee, the detailed support amounts must be deducted in priority order. For example, the state of Alabama assigns the following priority order to deductions:
- Current support
- Medical support premiums
- Arrears
Because medical support premiums are tracked via a separate deduction from the support order deduction, this detail support type prioritization is very important. If an Alabama employee does not have enough disposable income to cover all support orders, the amount for the deduction code used to track the cash support withholdings may need to be decreased because the medical support premiums have a higher priority than the arrears portion of the cash support amount.
Enter values of 1 - 8 in the fields to indicate the priority for each of the detail support types:
- Current Child Support Priority
- Current Spousal Support Priority
- Current Medical Support Priority
- Past-Due Child Support Priority
- Past-Due Spousal Support Priority
- Past-Due Medical Support Priority
- Other Support Amount Priority
- Health Insurance Support Priority
You must make an entry in each field.
It’s important to note that states can assign the same priority to different detail support types. For example, a state may specify the following prioritization:
- Cash support
- Health Insurance Support
In this case, you would enter 1 in the following fields:
- Current Child Support Priority
- Current Spousal Support Priority
- Current Medical Support Priority
- Past-Due Child Support Priority
- Past-Due Spousal Support Priority
- Past-Due Medical Support Priority
- Other Support Amount Priority
You would enter 2 in the following field:
- Health Insurance Support Priority
